Celebration will take place on Thursday, June 30, 2011 at

Award recipients:
Hon.
Michael D’Amore,
President of the Allentown City Council, has been a loyal
friend of the LGBT community. D’Amore was the prime
sponsor of the Domestic Partner Benefits ordinance for the
City of Allentown and worked with Pennsylvania Diversity
Network for three years on its passage.
Columbia Law School Gender and Sexuality Law Clinic
worked
pro-bono for Pennsylvania Diversity Network in writing the
Domestic Partner Benefits legislation for the City of
Allentown, which is now being used as model legislation for
other municipalities in Pennsylvania.
Gay
and Lesbian Organization in the Workplace at PPL
has had
a long commitment of support to its GLBT employees, has
partnered with other local GLBT employment groups on
presentations, hosted the PDN Photo Project, and
successfully worked to put in place for domestic partner
benefits for management and union employees at PPL
Muhlenberg College Office of Residential Services
oversaw
the implementation of Gender Neutral Housing policies at
the College and was an advocate for the policy during the
six-year effort to get agreement from Muhlenberg that it
was in the best interest of all students.
Northampton
High School Gay Straight Alliance showed
remarkable courage and fortitude in responding to their
School Board’s illegal decision last November to
disallow the group from meeting on campus. The GSA
successfully organized, spoke out, and challenged the
School Board to reinstate their organization.
Express Business Center has been
an annual corporate sponsor of Pennsylvania Diversity
Network, allowing Pennsylvania Diversity Network to afford
the printing cost of the Valley Gay Press.
Philadelphia
Gay News is
recognized for more than 35 years of LGBT news coverage in
Philadelphia and beyond. PGN is distributed locally and has
frequently covered LGBT civil rights victories in the
Lehigh Valley.
In addition to the honorees, Pennsylvania Diversity Network
is excited to announce that
Mark Segal will be
the
keynote speaker at the
2011 Celebration. Segal is often referred to as the dean of
American gay journalism. He is the nation's most awarded
LGBT media commentator. As a pioneer of the local gay
press, he was one of the founders and former president of
both The National Gay Press Association and the National
Gay Newspaper Guild. He also is the founder and publisher
of the award winning Philadelphia Gay News, which recently
celebrated its 35th anniversary.

Employees Benefits Ordinance into Law

historic Easton Square - (where the 3rd reading of the US
Declaration of Independence took place in 1776). PDN
Executive Director Liz Bradbury and PDN Vice President
Adrian Shanker look on, and also spoke at the signing.
Adrian Shanker worked directly with Council to craft the
legislation. The language was based on model legislation
passed in Allentown and created by Allentown City Council
with significant help from Pennsylvania

City Council votes unanimously on Inclusive
Domestic Partner Benefits Ordinance With Bipartisan
Support!
Legislation
will grant domestic partner benefits
to the same-sex partners of Easton City
Employees.


Council

Panto, Jeff Warren, Roger Ruggles,
and Sandra Volcano not only each voted for the ordinance
but each spoke in strong support before the
vote!
In
the above picture Pennsylvania Diversity Network VP Adrian
Shanker and PDN Executive Director Liz Bradbury speak with
members of Easton City Council and Mayor Sal Panto at their
request on the language and ramification of the
legislation. Pennsylvania Diversity Network worked closely
with Councilman Mike Fleck, Mayor Panto, other members of
council and City officials to craft this legislation. The
basic language of the legislation comes from the language
of the Allentown Ordinance that PDN helped to pass earlier
this year and that was written in part by the Columbia Law
School Gender and Sexuality Law Clinic which worked closely
with Pennsylvania Diversity Network on this effort.

April 28, 2011, Bethlehem, PA – Following a
three-hour public comment hearing, the Bethlehem City
Council Human Resources and Environment Committee voted 3-0
to refer the proposed Human Relations Ordinance to the full
council, with their support. The Committee, chaired by
Gordon Mowrer, also consists of Jean Belinski and David
DiGiacinto. All members of council and the Mayor attended
the meeting. Almost 100 community members attended with 30
speaking in favor and no one spoke against.
Mayor John Callahan introduced the ordinance in September,
and told council that “this important piece of
legislation is long overdue. As a City, we have to be
welcoming to everyone.” Councilwoman Karen Dolan
urged “Swift passage” by the full council as
they consider the ordinance for the first reading on May
18th.
If passed, Bethlehem will become the 21st municipality in
Pennsylvania to ban discrimination on the basis of sexual
orientation and gender identity or expression, in addition
to the enumerated protected classes in the state Human
Relations Act, according to Stephen Glassman, Chairperson
of the PA Human Relations Commission. Glassman was on hand
to provide expert testimony and to answer questions
regarding the legislation at the Committee hearing.
Adrian Shanker, Vice President of Pennsylvania Diversity
Network, led the campaign to build public support for this
ordinance. The ordinance is endorsed by 100+ organizations,
businesses, labor unions, and religious leaders in
Bethlehem. Shanker stated, “there is no rational
reason to oppose this legislation. Which is why there is
such broad public support from the arts, labor, faith,
business, and civil rights communities.” Shanker
noted that the legislation is supported by, among others,
the AARP, Planned Parenthood, ArtsQuest, ACLU, Equality PA,
Lehigh Valley Labor Council, and 39 businesses.
Recent statewide polling commissioned by EqualityPA
indicates sustained and strong support for
non-discrimination laws protecting people on the basis of
Sexual Orientation and Gender Identity. Executive Director,
Ted Martin, said “the support for this is so strong
because most people know what is right and what is wrong,
and they know discrimination is simply wrong.”
Pennsylvania Diversity Network led the campaign to pass
this legislation in Allentown, Easton, and Reading as well.
Liz Bradbury, Executive Director, who presented the Council
Committee with information on past cases of discrimination
in Bethlehem is now “hopeful that [she] can soon
recommend Bethlehem as a safe place to live, work, or visit
for everyone.”
The legislation now goes before the full council, and it is
expected they will support the final version and send it
back to Mayor Callahan for his signature.

membership-driven LGBT organization in the Commonwealth of

Reverses Vote & Reinstates High School GSA

Diversity Network spoke with students & faculty, &
contacted the ACLU to help school board members
understand that the US Federal Equal Access requires school
systems to recognize and support Gay/Straight Alliances in
Public Schools. Below: PDN College intern & Northampton
resident Eric Stephen read a statement about legal aspects
of this issue, written by PDN Exec Dir. Liz Bradbury. High
School Student Rebecca Kirschbaum, Pres. of the Gay/
Straight Alliance spoke articulately in favor of the GSA,
and student Michael Allen handed a petition in favor of the
GSA with signatures of over 1/2 the students at the High
School, collected in less than three days, to the School
Board President. Many other students, faculty and parents
spoke in favor, only two people spoke with off-point
arguments against. PDN boardmembers Adrian Shanker, Liz
Bradbury and Patricia Sullivan attended this meeting.
Adrian worked with the ACLU on this issue and issued a
statement to the board in support of the GSA. The School
Board voted 8 to 1 to reinstate the GSA. PDN helped to make
this happen.

Introduction
of Domestic Partner Legislation
by Allentown City Council
This
legislation would provide the same-sex domestic partners of
City of Allentown Employees with the right same benefits
granted to the spouses of married employees. Pennsylvania
Diversity Network’s Executive Director Liz Bradbury
and PDN President Patricia Sullivan have been working on
these benefits for 16 years. PDN’s Vice President
Adrian Shaker worked directly with City Council President
Dr. Michael D’Amore to work to introduce this
legislation. D’Amore worked for 3 years on the
legislation with Shanker and Bradbury. They were also
supported by a team from the Columbia University Law School
Sexuality and Gender Law Clinic, led by Prof. Suzanne
Goldberg, to craft the legislation.

Diversity Begins Anti-Bullying Awareness
At Allentown School District event
The Allentown School
District had its second annual “Fun Day” at
Allentown High School and Pennsylvania Diversity Network
was invited to have one of the tables in the community
information area where about 50 other diverse
organizations, like Lehigh Valley Child Care, Old Allentown
Preservation Assoc., Valley Youth House, A Youth Boxing
Organization, Crime Victims Council, etc. also had tables.
We decided, in the light of all the terrible suicides and
the attention anti-gay bullying is finally getting, we
should provide information on stopping bullying and seek
commitments to fight anti-GLBT hate-language in school.
The key is to be direct about homophobic hate action. If we
don’t address Gay, Lesbian, Bisexual, and Transgender
bullying by name, if we let officials water down efforts
and make them against “all bullying,” then we
can be assured that specifically ending anti-GLBT bullying
will be left out. This direct approach has been used
successfully in England.
So we put out 2 sheets that said: Join the Fight to Stop
Homophobic Hate Language in Schools ... Commit to never
again using the word “Gay” to mean something
bad or stupid ... And commit to speaking up to stop someone
else when they do ... Sign Up Here!
And:
How
to Fight Homophobic Bullying and Hate Language in your
school.
1.
NAME IT: Saying
“That’s So Gay ...” or using the word
Faggot - even in fun is homophobic hate
language.
2. EDUCATE: **Explain that
saying these words is demeaning and insulting to Gay,
Lesbian, Bisexual, and Transgender (GLBT) people and their
friends and family.
**Teach GLBT History and GLBT Civil Rights as part of your
school's curriculum, including the real meaning of hate
language and how it hurts the community.
3.
CREATE AND FOLLOW POLICY: Adopt rules
that specifically prohibit anti-GLBT hate language, with
named consequences both for those who use it, and for those
who fail to stop it or report it. Impose this policy from
grade school to high school.
THE COOL THING WAS that from the very beginning, nearly
everyone signed...We were thrilled at the number of adults
who were absolutely in favor of fighting anti-Gay bullying
in schools and said so in no uncertain terms. About a
hundred adults signed and took copies of the November
Valley Gay Press. (The only one who patently didn't sign
was a woman wearing a laminated tag that identified her as
a Vice Principal in one of Allentown's schools...We're
looking into that.)
There were many teenagers at the event. They all wanted
beads. Were weren't asking underage people to sign
anything, but what we did ask them to do in exchange for
the beads, was promise to, "NEVER SAY 'THAT'S SO GAY,"
AGAIN." Some young people said sincerely that they never
said it, others agreed to never say it again, and some
hesitated while thinking. One teen really lectured her
friend who was indecisive, explaining at length how rude it
was to say That's So Gay, and why.
While we don't expect every teen who promised, to actually
never use the word Gay in a pejorative way again, we can
say that every young person we talked to thought carefully
about how the word is used. Some, perhaps, for the first
time. Using anti-gay language in schools, even if the child
has no idea how hurtful it is, opens the door to anti-GLBT
bullying. Hearing Gay used derogatorily allows young people
to grow up thinking anti-GLBT discrimination is OK. To
change attitudes, we have to start at a young age...and it
turns out that the parents agree.
We will be sending these parents a special mailing, asking
them to voice further support of this in their children's
schools.
Over 100 families signed up
in support of fighting anti-GLBT Bullying in schools.

Passes Law to Protect Businesses
which give Domestic Partner Benefits

Diversity Network worked with Allentown City Council to
craft additional language to the
Allentown Human Relations Ordinance that provided clear
information that guarantees businesses the right to give
these benefits without fear of lawsuit. The bill was passed
by City Council unanimously and signed into law by
Allentown’s Mayor the next day. This ordinance paves
the way for the City of Allentown to offer domestic partner
benefits to the same-sex partners of City employees.

Facing Inequality, was begun in 2006 on National Freedom to
Marry Day (February 12) by PDN Executive Director Liz
Bradbury. Bradbury began taking pictures of local committed
same-sex couples in response to federal and state political
efforts to constitutionally ban legal recognition of
same-sex relationships. The photo project serves to not
only remind the public that same-sex couples in PA cannot
marry, cannot get any rights through civil union, have no
legal recognition and are legally seen by the government as
strangers, but also to put a local face on this
discrimination.

Equality Rally at the Lehigh County Courthouse. Rally at

marriage licenses - These licenses were denied. Activists
